It takes several factors for a District to build a replacement Hospital. First, there’s the financing. Some Districts have an option of issuing bond debt. In today’s economic climate, many can’t do that. Second, there’s the income to qualify for the financing, cover the debt service ratio and the balance sheet to show the lenders that you are creditworthy. Running a slight deficit each year after tax revenue makes it more difficult to qualify for any financing.
